Okay, this movie probably didn't do well in the theaters, and probably the main reason is that its mostly in captions. For whatever reason I missed it if it was in theaters. Picked it up in the $4 rack at Walmart. Wasn't expecting much. I was pleasantly surprised. The premise is that there are a group of people who don't seem to be related in any way, but of course there is a link. They don't try to hide it and the relationships come out fairly naturally. Politics play a part, and for a bit you think its one of those message movies, but that doesn't play out. The person who gets shot - well by the time she gets shot you are kinda rooting for her to get shot, but then you develop a sympathy for her. The movie is about choices and mostly not very good ones and the consequences of those choices; although, being the people they are the characters probably couldn't have made other choices. Yeah, the movie is a little confusing too - you have to actually watch it.

While I won't say rush out and buy the movie (particularly not at $20 - if you come across it in the $4 or even $5 rack - by all means pick it up and give it a watch.

I heard that this movie had much in potential but then played out thin. Is this accurate? I was interested in seeing it before I read a few reviews of it.

Played out thin comment is probably due to the fact that there are times when you feel that one or more characters is going to die and they don't. People like gore. Plus you do see people being genuinely nice to one another at a time of need.
